About This Opportunity

Applications are now open for the ITLOS Nippon Foundation Training Program 2026, a fully funded nine-month fellowship hosted by the International Tribunal for the Law of the Sea in Hamburg, Germany. The program will run from July 2026 to March 2027 and is designed to strengthen expertise in international maritime law and dispute settlement mechanisms under global legal frameworks. This prestigious fellowship targets junior to mid-level government officials and researchers from developing countries who specialize in the law of the sea, maritime law, or international dispute resolution. The primary objective of the ITLOS Nippon Foundation Training Program is to enhance participants’ legal knowledge and practical skills related to dispute settlement under the United Nations Convention on the Law of the Sea (UNCLOS). Fellows will gain direct exposure to judicial processes, legal research, and case analysis within an international tribunal setting. In addition to academic and practical training at ITLOS in Hamburg, participants will undertake study visits to several European countries, including Netherlands, Italy, Belgium, and Germany. These visits provide broader insight into international legal institutions and maritime governance frameworks across Europe. Eligibility

  • The Fellowship is open to applicants from developing countries.
  • Age: 25-40 years old.
  • Education: Law degree and demonstrated research capacity.
  • Profession: Junior to mid-level government officials (ocean affairs/maritime law) OR researchers (ocean/maritime legal issues).
  • Research Proposal: Must propose a research topic relevant to their State’s UNCLOS implementation (especially Part XV).
  • Nomination: The nominating body must explain the applicant’s tasks and how training will benefit the institution/State.
  • Language Proficiency: Excellent knowledge of English or French, and working knowledge of the other. English is the primary language of instruction.
