If you've ever pictured yourself sitting in a room with young changemakers, policymakers, entrepreneurs, and diplomats from every corner of the planet, debating the future of leadership over four intense days — this is that room. The World Leaders Convention 2027 (WLC 2027) is heading to Vienna, Austria, from February 3–6, 2027, and applications are already open for what promises to be the biggest edition yet of this fast-growing global platform.
For anyone who follows international youth summits, conferences, and fully funded opportunities, this is one you'll want on your radar. In this guide, we're breaking down everything you need to know — what WLC 2027 actually is, why Vienna matters as a host city, who can apply, what you get out of it, the funding categories available, and how to make your application count.
The World Leaders Convention is organized by the Organization for Global Policy & Dialogue (OGPD), an international nonprofit built around a simple but powerful idea: young people shouldn't just watch global decision-making happen from the sidelines — they should be part of shaping it. OGPD's broader mission centers on empowering youth to bridge societal divides through open dialogue and informed policy solutions, and WLC is one of the flagship platforms through which that mission comes to life.
This isn't a brand-new, untested event. WLC 2027 is the third edition of the convention, and it's building on real momentum:
Each edition has grown the OGPD community a little further, bringing together students, young professionals, entrepreneurs, policymakers, researchers, educators, and emerging leaders from dozens of countries to talk, debate, and — more importantly — build relationships that last well past the closing ceremony.
Vienna isn't a random pick. It's one of the world's genuine diplomatic capitals — home to major United Nations offices, OPEC, and a long, layered history as a meeting point between East and West. Choosing Vienna as the host city for the 2027 edition isn't just a logistical decision; it's a statement about the kind of conversations WLC wants to host. When you're discussing global governance, diplomacy, and policy futures, doing it in a city that has quite literally hosted centuries of diplomatic history adds a weight and atmosphere that's hard to replicate elsewhere.
For delegates, that also means a few days in a city known for its architecture, culture, and walkability — something worth factoring in if you're the type who likes to explore beyond the conference hall during breaks.
Before diving into eligibility and funding, here's the essential information you need to know upfront:
Keep that application deadline in mind — it's earlier than many people expect for a February event, and the funded categories go through a competitive evaluation process, so leaving your application until the last week is not a strategy you want to rely on.
WLC isn't a passive, sit-and-listen kind of conference. It's built around interactive workshops, keynote addresses, policy dialogues, and structured international networking, all designed to get delegates talking to each other, not just listening to speakers on a stage. The convention is organized around four broad thematic pillars, and understanding these will also help you figure out how to frame your application if you're applying with a specific interest or background in mind.
This track looks at how leadership itself is evolving in the face of uncertainty, rapid technological disruption, and increasingly complex global challenges. Sessions here focus on adaptive, ethical, and visionary leadership — the kind that can hold steady and still innovate when the ground keeps shifting.
This is where the "diplomacy" in Vienna's reputation really comes into play. Expect deep dives into international relations, governance structures, and policymaking, with a focus on how collaborative leadership can strengthen institutions and advance peace, security, and sustainable development.
Artificial intelligence, emerging technologies, and entrepreneurship all get a seat at the table here. The conversations focus on how responsible tech use and sustainable thinking can address social, economic, and environmental problems — not in the abstract, but with an eye toward real, applicable solutions.
This track is squarely about young people driving change themselves — through entrepreneurship, civic engagement, and grassroots community initiatives. If you're someone already running a project, a small organization, or a community initiative back home, this is likely where you'll find your people.
One of the most encouraging things about WLC is how genuinely open it is. This isn't an event reserved for people who already have a diplomatic career or a stacked leadership resume. The eligibility criteria are refreshingly broad:
Notice what's not on that list: there's no requirement for prior leadership experience, no mandatory English test score, and applicants don't even need to already hold a passport to apply. If you're a student who's never attended an international conference before, or a young professional early in your career, you're just as eligible as someone with years of policy experience.
It's easy to list "networking opportunities" on every conference brochure, but let's actually break down what attending WLC 2027 gets you, because the value goes well beyond a nice certificate on your wall.
What comes through clearly in testimonials from Madrid and Brussels is that the value isn't just in the formal programming — it's in the hallway conversations, the shared meals, and the informal moments that formal agendas can't fully capture.
This is the part most applicants care about most, so let's be precise about it. WLC 2027 offers four distinct registration categories, each with a different cost and benefit structure. Understanding these clearly before you apply will save you time and help you pick the right track for your situation.
This is the most comprehensive package and, unsurprisingly, the most competitive.
Applying under this category involves a competitive evaluation process, and the application fee is non-refundable regardless of the outcome — so make sure your application genuinely reflects who you are and why you want to be there.
This category is built for people who want guaranteed participation without going through the competitive selection process.
If your priority is simply securing your seat at the table without waiting on a competitive review, this is the most straightforward route.
Designed for participants who can cover their own costs but still want structured accommodation support.
This is the lowest-commitment entry point, ideal if you want to confirm your eligibility now and decide on your funding track later.
This option makes a lot of sense if you're still weighing your budget or waiting on other opportunities before committing fully.
WLC 2027 offers 20 Fully Funded and 30 Partially Funded opportunities. Here's a detail that's easy to miss: applicants only need to submit one application under the Fully Funded category to be automatically considered for both the fully funded and partially funded evaluation pools. You don't need to submit separate applications for each.
Given that Self-Funded and Forum Access applications get processed quickly, if your priority is locking in your spot with certainty, those categories move faster. If you're chasing the funded route, patience (and a strong application) is the name of the game.
Do I need previous leadership experience? No. The convention is designed to welcome people at any stage of their leadership journey, whether you've led a national youth organization or you're just getting started with your first community project.
Do I need an IELTS or TOEFL certificate? No formal English certification is required. You just need a reasonable working command of English since sessions are conducted in that language.
Can I apply without a passport? Yes, you can submit your application before obtaining a passport. That said, it's smart to start the passport process early if you're selected, since visa processing and international travel arrangements take time.
Will I actually receive a certificate? Yes — every delegate who successfully participates receives a Certificate of Participation recognizing their engagement throughout the convention.
If you're a student, young professional, entrepreneur, or emerging changemaker who's curious about global leadership, diplomacy, or policy — and you want that curiosity to turn into real conversations, real relationships, and real skill-building — WLC 2027 is worth serious consideration. The eligibility bar is intentionally low on formal requirements and high on genuine enthusiasm, which means the door is open wider than most international conventions of this scale.
Vienna in February, surrounded by hundreds of ambitious peers from across the globe, working through the same big questions about leadership and the future — that's not an opportunity that comes around often. With the application deadline set for November 10, 2026, and funded seats being genuinely limited, the smartest move is to start your application well ahead of the rush rather than scrambling in the final days.
For any further questions about applications, participation, or logistics, you can reach the organizing team directly at info@theogpd.org.
Good luck — and if you do make it to Vienna, we'd love to hear about your experience.
